MN AST Training:
Mandatory Seller/Server Training Ordinance Initiative
The CHI partnered
with Docu-Tech, a computer program design company, to have an online
Seller/Server Training Course available to Goodhue County liquor/wine
licensees. The program was completed in 2007. The
first municipality to adopt a mandatory Seller/Server Ordinance was
Wanamingo in December 2007. The second Goodhue County
municipality to adopt a mandatory Seller/Server Ordinance was Red Wing
in 2008. The CHI will continue to work for adoption of the
mandatory Seller/Server Training Ordinance as an evidenced-based
prevention tool in the cities of Zumbrota, Cannon Falls and Kenyon.
Law
Enforcement Anonymous TIP Line
In the spring of 2006, the CHI partnered with the Goodhue County
Sheriff's Office to develop a free TIP Line that citizens could utilize
without cost to report suspected criminal activity, including underage
drinking parties and drug sales.
1-887-866-HELP was established as the toll free anonymous hot line that
citizens could call to report information about underage drinking and
drug use. The number was advertised across the County and citizens were
strongly encouraged to report any information about illegal alcohol
consumption or possession or sales. The TIP Line continues to be
advertised within all Goodhue County communities and represents an
important resource for parents and citizens who want to "make-a-ripple"
in the effort to eliminate underage drinking in Goodhue County.
Law Enforcement ZAP
Task Force Program
Utilizing grant funds received from Minnesota Join Together, the CHI
partnered with all Goodhue County Law Enforcement agencies to provide
specialized "ZAP" (Zero Adult Providers) training for police and
deputies in February of 2006. The ZAP training initiative led to the
development and implementation of County-wide mutual aid agreements
between local law enforcement agencies. These agreements made it
possible for the creation of a Goodhue County Task Force initiative
that provided on-call manpower assistance to any law enforcement agency
that needed back-up for the handling of underage drinking parties and
alcohol-procurer investigations. The CHI and law enforcement
implemented written procedures and protocols for Task Force operations.
Publicity and public awareness projects were undertaken across the
County to educate citizens and families about the new law enforcement
emphasis on police interventions to detect and prosecute adults who
procure alcohol for minors.
Local Law
Enforcement Photo Poster Initiative
In the summer of 2006, the Chiefs of Police of all Goodhue County
communities and the Goodhue County Sheriff posed for a special Law
Enforcement Poster: "If you're Thinking of Hosting an Underage Drinking
Party, Consider Us Invited." The photos were utilized to create a
poster campaign across the County. The Poster was displayed prominently
in every on-sale and off-sale liquor establishment in the County.
Smaller posters were made available to the general public for
dissemination at various public events. The Poster continues to be one
of the most popular prevention materials produced by the CHI.

CHI-Americorps Partnership
The CHI
partnered with Americorps to present training for Goodhue County
professionals working with young children on infant brain development.
On February 7 & 8, 2008, Dr. Molly Minnikin from the
University of Minnesota facilitated training workshops for Goodhue
County Social Services Workers, Mental Health Workers, Goodhue County
Early Childhood Workers (from all Goodhue County School Districts) and
Goodhue County Day Care Providers. The Training emphasized
the importance of infants' environment on their brain development.
99% of all training attendees indicated that the training
would improve their effectiveness in working with infants, young
children and their families.
FAS Class for DWI
Offenders
The CHI has
partnered with the Court Services Department and the Public Health
Department to provide an educational program on Fetal Alcohol Syndrome
for all first-time DWI offenders who live in Goodhue County. Public
Health personnel present the program that explains the devastating
affects that are created by prenatal exposure to alcohol. The program
emphasizes that there is no safe amount of alcohol that a pregnant
woman can drink; that pregnant woman must abstain from all alcohol and
drugs during pregnancy to avoid the disabling consequences of fetal
alcohol syndrome. The Goodhue County District Court Judges refer all
first time DWI offenders-male and female-to attend the FAS class. By
spreading the word about FAS to as many people as possible, the
instances of FAS/FAE in Goodhue County should decline. The Public
Health Department offers other FAS programming across the County to
assist in prevention and to offer support and education to families
struggling with FAS/FAE children.
Walking the Talk
Classes in the Goodhue County Jail
The CHI partnered
with the Public Health Department to offer "Walking the Talk" classes
to inmates in the Goodhue County Adult Detention Center. The purpose of
the class is to help parents learn how to communicate strong messages
against underage drinking and illegal drug use to their children. The
program recognizes parents' difficulty in discussing their own past
drug and alcohol use with their children, but encourages parents to set
clear standards that communicate strong parental disapproval of alcohol
and drug use.
Walking the Talk
Curriculum in DWI Clinic for First-Time DWI offenders
The Goodhue County
Mental Health Center incorporated sections of the Walking the Talk
curriculum into its 8-hour education course for first-time DWI
offenders in Goodhue County. The objective of the material in the DWI
class is to help parents understand the importance of strong
disapproval in connection with their children's use of alcohol and
drugs. Explaining to parents that they can act as an effective
deterrent to their children's illegal use of alcohol and drugs and
empowering them to utilize their influence to promote healthy
decision-making will have a direct impact upon the number of Goodhue
County youths who use alcohol and drugs.
MN Freedom to
Breathe Act
The CHI and Public
Health joined with Goodhue County Citizens for Smoke-Free Workplace in
doing advocacy work and public education around the recently passed
state legislation making all workplaces in MN smoke-free. As of October
1, 2007, all workplaces in MN are smoke-free as the result of the
Freedom to Breathe Act. Goodhue County State Senator Steve Murphy and
Representative Sandy Wollschlager were important "yes" votes that
helped make the MN Freedom to Breathe Act a reality for all Minnesota
citizens.

Creation of
Adolescents in Recovery Support Program for Goodhue County Youth
In the fall of 2007, the Goodhue County Court Services Department
developed and implemented a support program for Goodhue County youth
who are experiencing difficulties/issues involving alcohol and/or
drugs. Zashasta Burton, a licensed chemical dependency counselor,
facilitates the group that meets once a week at St. Paul's Lutheran
Church in Red Wing. Referrals to the group may come from parents,
schools, social services and/or Juvenile Court.

Sunday! (Annual Event Implemented April 2007 - Present)
In the fall of 2006, the CHI made an informational presentation to the
Red Wing Ministerial Association, explaining the mission and operating
strategy of the CHI.
In 2007, the CHI developed and implemented an initiative called "CHI
Sunday." Under the leadership of the CHI Advisory Board member Pastor
Gary Elg, churches across Goodhue County were invited to participate in
the initiative by providing Church bulletin inserts and disseminating
other prevention materials for their religious service on Sunday April
22nd. Fifteen churches in Goodhue County participated in the initiative
and included important chemical health messages into their services and
made education handouts available to their congregants. An evaluation
of the initiative conducted in May 2007 indicated that all of the
participating churches believed that the effort was well-received and
would be interested in participating in a CHI Sunday initiative in 2008.
In the summer of 2007, the CHI provided information to Red Wing
Churches about the parent education curriculum called "Walking the
Talk" which helps parents learn how to approach the subject of alcohol
and drug with their children. One church in Red Wing now provides
non-alcohol grape juice as an alternative offering in its religious
service.
This event has been successfully implemented on an annual basis.
In 2010, we have increased the participation throughout
Goodhue County and have extended the event from Sunday through the
following Saturday. Faith organizations throughout the county
have implemented Chemical Health Awareness into their Sunday School
lessons, Bible Study Groups, Confirmation Classes and other faith
related activities. Many organizations invited in speakers
for the week.

Creation of CHI
logo and Information Flyers
In 2005, the Goodhue County Social Services Department partnered with
the CHI to design and create over 1,000 informational handouts
providing CHI organizational and operational facts and program
highlights. The handouts were utilized at public events as well as CHI
partner meetings and workshops.
In the spring of 2006, the Goodhue County Social Services Department
partnered with the CHI to design and create a CHI logo for stationery,
business cards, posters, etc.
Creation of
Intensive Wrap-Around Treatment Services Program for repeat/serious
drug offenders in Goodhue County District Court
In the summer of 2006, the Goodhue County Social Services Director met
with Criminal Justice officials in the County to discuss the
possibility of offering an intensive "wrap-around" treatment program to
be made available as a disposition to the sentencing Judge in Goodhue
County District Court.
In the spring of 2007, the program was implemented as a sentencing
option in criminal cases selected by the Goodhue County Attorney's
Office. The program provides for intensive case management services to
be provided to the offender by Wenden, a CD treatment provided in
Goodhue County, in addition to treatment services, probation
supervision and mental health services when appropriate. CHI Advisory
Board members collaborating in the creation of the new program were the
Court Services Director, the Goodhue County District Court Judge, the
Goodhue County Mental Health Director and the Goodhue County Human
Services Director.

2010
The Cannon Falls CHI Council sponsored a CHI Martin Luther King Day Jr.
walk. The Cannon Falls community came out on MLK Day to show
support for the youth as they strive to stay alcohol, tobacco and drug
free. They walked the track in the new Cannon Falls High
School field house for 23 minutes. Each minute represented a
year in the life of David Fischbach. David was 23 when he was
killed in an alcohol related car crash. His mother, Jamie,
was there to share her story. Events for the evening included
a gathering for general information, the walk and then the "Heart of
David" story was shared.
The
Zumbrota CHI
Council sponsored the first annual Pizza/Game Day for the middle school
kids. The SADD group partnered in this event and acted as
mentors to the younger kids.
The CHI supported the HOPE Coalition for the first time with their
annual Daddy/Daughter dances. Youth hand-outs were available
for the participants that provided ideas for being a great role model,
respecting yourself and ways to say no to drugs.
2007
The CHI partnered with the Red Wing Dawnbreakers
Kiwanis Club to host a family entertainment booth at the Red Wing
Sesquicentennial Family Day event in Colvill Park. The CHI sponsored a
two-hour special presentation in the park by David Olson, Balloon
artist.
The CHI participated in Public Safety Days at the Prairie Island
Community Center with a booth showing important alcohol and drug usage
rates in schools in Goodhue County. The CHI also handed out CDs with
parenting education around the issue of underage drinking.
The CHI participated in the Zumbrota National Night Out festivities
held at the Zumbrota Fire Department in August. Providing a public
education booth with various prevention handouts available for parents
and citizens, the CHI was one of four health and public safety
presenters at the 2007 event.
2006
On June 29, 2006, the CHI partnered with the City of Red Wing to host a
special community event, the East End Picnic at the Colvill Family
Center. The CHI volunteers participated in the cook-out and provided
root beer floats to the East End families. The CHI also sponsored an
appearance by David Olson, Balloon Artist, for some family
entertainment at the event.
The weekend of June 10, 2006 was Volksfest in Goodhue and the CHI
participated in the event on both Saturday and Sunday. On Sunday, the
CHI partnered with the Goodhue High School SADD chapter and sponsored a
special CHI float in the city-wide parade.
The CHI had a booth at the Cannon Falls Fair over the 4th of July
weekend and hosted a special autograph signing session during the Fair
with U.S. Women's Olympic Hockey Captain Krissy Wendell.
The CHI sponsored a float in the Red Wing River City Days during the
first weekend of August, 2006. CHI volunteers rode on the float and
walked along the parade route distributing prevention information
handouts to adults and candy to the children.
The CHI participated in the National Night Out festivities in two
Goodhue County communities in 2006: Red Wing and Zumbrota.

Prairie Island
Tribal Events/Celebrations
Starting in 2006, the CHI participated in two Community Events at
Prairie Island: Public Safety Days and the Treasure Island Health Fair.
At each event, the CHI had a booth with a CHI volunteer present to hand
out prevention information and health tips to both adults and children.
Both events were well attended, providing the CHI with an excellent
opportunity to partner with the Prairie Island community in creating
public awareness around the issue of underage drinking and illegal drug
use in Goodhue County. The CHI has continued to participate
in the event annually.
Presentation at
Prairie Island Sobriety Feast
In January 2007, the CHI was granted permission to participate in the
Prairie Island Sobriety Feast held at the Community Center at Prairie
Island. Joanne Pohl, Director of the CHI made a presentation to the
Sobriety Feast attendees that explained the mission and operating
strategy of the CHI.
In June 2007, the CHI once again participated in Public Safety Days at
the Public Safety Building at Prairie Island, staffing a parent
education booth and handing out prevention materials.

Collaboration with
Goodhue County Chapter of the Society of Human Resource Managers
On July 12, 2007, the CHI was provided the opportunity to make a
presentation to the Goodhue County Chapter of the Society of Human
Resource Managers. A folder of materials, "The CHI and Human Resource
Managers: Working Together to Promote Chemical Health for Employees and
their Families" was provided to each attendee. The presentation focused
on the services that the CHI could offer to HR departments of
businesses across Goodhue County such as "Lunch & Learn"
sessions, on-site education workshops on chemical health, written
materials for employees needing information on dealing with alcohol and
drug problems occurring in their families, etc.

Person-of-the-Year Program
In the fall of 2006, the CHI partnered with the St. James Hotel to
create an annual award program. Each year, the CHI Advisory Board
members select a person who has provided exceptional services to the
cause of chemical health in Goodhue County to honor him/her with the
award of "St. James Hotel CHI Person of the Year." The St. James Hotel
provides a gift certificate to the person chosen by the CHI to receive
the award.
SmartTown Alliance
Business Initiative
The SmartTown Alliance program is a customer loyalty rebate program
sponsored by the Red Wing Chamber of Commerce that gives a shopper a
rebate on store purchases that is shared between the shopper and
his/her designated non-profit organization. The CHI signed on to become
a designated non-profit to receive rebate dollars in connection with
purchases made by shoppers at Red Wing businesses. In October and
November 2007, the CHI distributed over 200 SmartTown Alliance rebate
cards and explained to shoppers how they can receive cash rebates that
are shared with the Chemical Health Initiative of Goodhue County. The
CHI is planning ongoing events in 2008 around the SmartTown Alliance
card rebate program to increase usage by Red Wing shoppers, thereby
increasing rebate revenues for the CHI.

Goodhue County
Commissioners Participate in CHI Mondays Initiative
The Goodhue County Commissioners (Ted Seifert, Jim Bryant, Richard
Samuelson, Dan Rechtzigel and Richard Mallan) joined with County
Administrator Scott Arenson and Administrative Assistance Andrea Benck
to show County government support for the CHI Mondays initiative. The
entire County Administration staff joined in the effort to spread the
message that Goodhue County governement supports and salutes the 51% of
Goodhue County youth who are choosing to be drug and alcohol free. The
Commissioners continue to be strong supporters of the CHI mission to
reduce underage drinking and illegal drug use.
Goodhue County
Mayors' Roundtable Discussion Meetings
Under the leadership of CHI Advisory Board member Donna Dummer, (Red
Wing Mayor) the mayors of all Goodhue County communities are planning
to come together on a regular basis to review and discuss issues of
mutal concern pertaining to drug and alcohol use. The first of these
Mayor Meetings was held in October 2007 and hosted by the CHI and Mayor
Donna Dummer. This initiative contemplates that these policy and
practices discussions around alcohol and drugs in our Goodhue County
communities will take place at least twice a year.

Law
Enforcement School Notification
In January of 2008, this project was implemented throughout all of the
Goodhue County Schools. The purpose of this project
was to standardize for all law enforcement agencies in Goodhue County
the form/
substance/procedure for the School Notification of Illegal
Consumption/Possession Violations. Law enforcement
agencies are
bound by Minnesota state statue§260B.171, Subd.5(e) to forward
this information
to schools.
In addition,
chemical
health pre-assessment teams in schools are required
to meet with
students who receive these violations with 45 days of receiving
notice.
The new streamlined process provides a uniform notification system
between all
law enforcement agencies and school entities with Goodhue
County. The intended results will decrease the
amount of time
between law enforcement violation reports to be sent
to schools,
allowing for more immediate follow up with students once the reports
are
received.

Creation of
School-based Prevention Specialist for Goodhue County
In the fall of 2005, the CHI provided the services of a School-based
Prevention Specialist to the Goodhue County Education District. That
employee, Julie Hatch, began work in all of the high schools to provide
CD referral information to school counselors and deans and she also
began to establish chemical health groups in the high schools such as
SADD groups and Target groups. In the fall of 2006, Ms. Hatch expanded
her work to all schools (elementary, middle and high schools) in the
Education District and established weekly hours within each school
building in the Ed. District.
Ms. Hatch has created Chemical Health Assessment Teams within Goodhue
County Ed. District High Schools to organize teachers' and
administrators' efforts in connection with students identified as
having an alcohol or drug related issue or difficulty. These CHAT teams
work to insure that the student and/or his/her family are made aware of
all possible resources that might be of assistance.
Ms. Hatch also works to incorporate important health lifestyle and
health decision-making curriculums are utilized with our Ed. District
schools, such as Lions-Quest. Lions-Quest is an example of an
evidence-based K-12 curriculum that has been proven to improve and
enhance students' abilities to make health lifestyle choices. Ms. Hatch
also coordinates special events around chemical health projects such as
"Red Ribbon Week" which targets fifth grade students for special
activities and education around healthy decision-making and health
lifestyles.
Ms. Hatch is an important resource for teachers, counselors and parents
in Goodhue County who are dealing with chemical health issues. By
providing information and specific referral information, Ms. Hatch
brings important expertise to teachers and counselors who are trying to
incorporate prevention strategies within the educational framework. She
also is a source of knowledge and information about local and statewide
intervention services and treatment options.
CHI Mondays
Initiative
On Monday September 10, 2007, the CHI kicked off its "CHI Mondays"
initiative. The CHI raised over $11,000 to purchase over 1,000
Make-A-Ripple CHI polo shirts for every Ed. District employee. Teachers
and support staff personnel at every Ed. District school are wearing
the celery green polo shirt with the CHI logo on every Monday as a sign
of support and encouragement to the 51% of Goodhue County middle and
high school students who are choosing to be drug and alcohol free. The
initiative's objective was to create a visible sign of
"congratulations" in all of our schools in order to create an
environment that is highly supportive and praising of students who
choose not to use alcohol and drugs. The initiative has been so
successful that the CHI now has a complete line of CHI apparel
available for ordering through Write-On! in Cannon Falls, MN.
Creation and
implementation of CHI School Student Usage Survey for Grades
In collaboration with MN Join Together, the CHI designed and
implemented a Student Survey Tool in the fall of 2006. Over 1,200
students in the Goodhue County Ed.District (grades 6/9/12) completed
the Survey which provided information relating to the Four Core
Measures for evaluating the impact of the CHI Coalition:

 4)  Perception
of parental disapproval of us
The CHI will be utilizing the said Student Survey Tool every two years
in order to continually track the four core measures in connection with
underage drinking and illegal drug use by students in the Goodhue
County Education District.
CHI Thank You
School Staff Project
The CHI prepared a "Healthy Granola Bar Snack Basket" for every school
building in the Goodhue County Ed. District to say THANKS to our
teachers and support staff who are working every day to keep our young
people drug and alcohol free. The project provided granola bars in
brightly colored CHI baskets to communicate a message of appreciation
and admiration for all of the Ed. District staff who are working to
make CHI Mondays a success and who are dedicated to eliminating
underage drinking and illegal drug use by our Goodhue County young
people.

Agenda Project
In 2007, the CHI
Advisory Board voted to establish a "Board Agenda" report
responsibility for all CHI Advisory Board members. The
members agreed that all CHI Advisory Board members would maintain
regular communication with all Boards that they participate on in order
to describe and explain CHI activities and initiatives. The
purpose of the Board Agenda Project is to keep all Goodhue County
leaders (private and public Board members) up-to-date on the work that
is being done by the CHI. This constant contact strategy is
directed at achieving the CHI mission of embedding prevention practices
in all sectors of Goodhue County and its cities.
